Native American Net Weight?

I found this in the Tioga River in Mansfield PA. My roommate said that it could be a net weight and I was wondering if anyone could give me a confirmation on what it is? (or isn't) Any help would be greatly appreciated! Thanks!

I agree with southfork. It looks to be natural to me.

Looks natural because it doesn't show biconical drilling, drilling from both sides to meet in the middle. Uneven denotes natural hole, not drilled.
