You’re right that it’s a fashion button, for the reasons The CannonballGuy outlined here: http://www.treasurenet.com/forums/what/423755-civil-war-navy-button.html
1- The rope encircling the emblem (called a "rope border") does not pass through the ring on the anchor's top.
2- Very "rounded-top" wings.
3- Low-quality detailing in the die used to stamp the emblem into the metal button's front.

I've got one too... except I found it in a pocket full of coins this vendor pretty much just gave me at a flea market. I think it was one of my first posts on here.
