Most video editing programs will let you save it in compressed format.
If nothing else, Microsoft has a FREE program in XP called Windows
Movie Maker. It's free, easy to learn, and it will let you cut out parts of
the video to make it smaller.

I use Cyberlink's "Power Director" to edit movies. It is about $90 to buy,
and lets you save in different formats so you can pretty much pick the
quality that will let it fit on YouTube, and also lets you cut out unnecessary
portions.
