Go to the hardware store or auto parts store and get some Aluminum Jelly (hard to find) or Naval Jelly for rust. They are to remove rust and corrosion. Dab a bunch on the bad spots and let it soak for 5 or10 minutes. Scrub it with a toothbrush and Rince and Repeat. That should bring out more letters and we might get a better idea of what it says.

Soak it a 50/50 mixture of kerosene and transmission fluid. Works great getting gunked up and rusty gun parts clean.

Or just in transmission fluid.
