need help, What's is this error caused from?

Found a few of these in a roll. There is a slight raise near the rim. Any info would be appreciated. Know ive seen them in articles, but can't remember what I read about them.

Upon further magnification noticed some doubling

Dont quote me on this, but i recall this being called the halo effect. Not an error worth any big money. Just an oddity
