Yes, I think silver. There are a number of sites online where you might be able to figure out the other two marks, which might be location made and maker.

The "Lion Passant" or lion with raised tail, indicates Sterling Silver. (925)

Plate tends to tarnish in rainbows and sterling just turns grey/black.
