Need help with ID'ing old buckle

Hello, my first post and hopefully more to come in the future. I met a man at Westgate Park that referred me to this site. Recently I found this buckle, exactly 1" x 1", 8 inches deep in the soil. This buckle clearly has an "E" stamped into it on both sides. It is not attracted to magnets. Not bronze, eliminated that with the scrape to see if there was bronze under the patina. The Garrett Detector has it in the silver, bronze, gold zone. It is fairly heavy for its size. Any help identifying this artifact will let me sleep at night! Thank you in advance, Mark

Not a buckle...hem weight.

Thx for the help. Makes sense that it isn't a "buckle". Any guess on what type of metal it is? My detector doesn't have a lead setting. Thinking that may be what it is.

was the "SS" for stainless steel? Was that in use back then... but does anyone have an idea when something like this was in use?
