Not in my book. More like machine doubling, late die state, and/or plating issues if it's a modern zinc cent.

the modern copper plated zinc pennies are so crappy because it's a horrible choice of metal to use for a coin coupled with a high speed production process, you could almost literally find something wrong with each and every one of them. Personally, when I glance over my modern change (pennies) I look for obvious errors that really stand out. However, that's just me because I just don't care much about modern coinage.

Thanks for the advice I did notice that there is lots and lots of error coins most of them are Carmen every day .
