It is actually "CCI" which is the manufacturer and the other two letters "N" and "R" stand for Non Reloadable. It's a modern cartridge, probably only a few years old at most.
EDIT : A bit more info....The reason it's non reloadable is that it's made from aluminum. Firing a bullet causes stretching in the cartridge which weakens the walls, putting them in a sizing die, can cause microfractures and lead to cartridges splitting, and can cause serious damage to the gun, to the shooter, or both... Brass is more forgiving, and you can generally reload brass at least a couple times before it's too thin to safely use.
