Looks like maybe a plumb bob for construction/engineering...
 
Looks like the ones on the fence in front of the house on the Adams Family or the Munsters, tv show.
 
Could be, but I would agree with the plumb bob idea due to the very sharp point. Also seeing a number on it (44?) which seems strange for an iron fence topper.
