I believe you are correct about the bike tag. It looks like it says "Fort Worth" (Texas?).
The closest example I can find in design is in this photo, but it's from Michigan 1914 (top left).

What were the first and last years for bicycle registration metal license plates? Most of what I have found seem to range from early 1940's to early 1970's. What has anyone else found for year ranges? Also I'm looking for some Saginaw license plates if anyone has them...

There is also writing at the bottom of yours, but all I can make out is what looks like a 15 (under the 9). Since the example I found says 1914, maybe yours is 1915?

I believe it is an old street vendor's license that was attached to their cart, similar in nature to this hack license.
