Agate preform?
 
Not bipolar. One edge worked in the usual way. An expedient tool. Gary
 
I agree with ToddsPoint. The stone was not split using the Bipolar method. It is worked, producing a single rough blade edge. Likely for a quickly needed cutting tool.
 
I agree with the others on the tool.
