need I.D help possible boy scout scarf holder?

i took out the tesoro vaquero today and got this in a unused ball field and just trying to figuire out if this is a boy scout scarf holder or something else? if anybody knows what this is that would be great, would be currious on age to?

I have been a boy scout leader for 28 years and also collect scouting stuff. Your picture is a little blurry to make a clear identification. It could be a neckerchief slide. Is there any writing on it? Can you take a clearer picture? It looks like it has a fleur-de-lis emblem but others used it as well.

yes that it is fleur de lis and is all brass and i've searched a bunch of scouting stuff and i can't seem to find anything about it and is a bolo style big hole at the top and 2 smaller on bottom and there are hair line lines in it that look like if you had gotton on a piece a pipe with a pipe wrench and theres no writting any where
