Now I know this is just a piece of junk but it is curious. The hole is one thing but the middle part looks to be cut in two places and then the middle removed with a knife. Kind of like how I would make a dado cut if I was using hand tools. Sort of looks like the end of an atlatl but I realize that is far-fetched. Not sure what it is or was ...but i am sure it is not natural.

It doesn't look natural to me either. Maybe you do have an atl atl piece.

I would have it checked out. What kind of conditions did you find it in?

Broken piece from a wooden chair

The broken part.
:-)

Atlatl handles for comparison.

I think your referring to an atlatl hook... that was attached to the handle.
That is not an atlatl hook.
Atlatls went out of use with the advent of the bow and arrow . That's just a piece of broken wood that had something in the notch with a screw or peg holding it in place.

Here is a common archaic.. atlatl hook. Usually made of bone or antler.

this area isn't known for its bannerstones or large points...pottery or many other common cultural items associated with other Native Americans. Out here it is wood, wood, wood, baskets, nets, all things fish, more wood, and really finely crafted smaller points. Then again sea level has changed since the last ice age so who knows what is missing....

no, the screw is under the knotch...but that does look like staining around the hole.

This is it for me on this..LOL.
It could be alot of things.. I don't think any of them Native American.
Mabey it's. Half of a latch on an outhouse door..haha.. IDK.

Looks white man made to me.
