Oddly shaped brass object from area near WWII Japanese POW Camp

I decided to check out some areas around the site of a WWII JAPANESE POW Camp.* Initially I wad under the impression it was a Nazi POW Camp, like the others in the area but was told differently while there.* (I WAS NOT ON THE ACTUAL SITE, ONLY ADJACENT TO IT.)*

I typically do not hunt for relics, just coinage.* I was using the GTI 2500 with a DD and was working an area where I had dug a few wheat cents and some modern clad. I found a jamming, rock solid quarter signal about 4 inches. What I found was a solid brass object that I preliminary thought may have been an old toy gun, but after cleaning it off I was left puzzled.

On one side, the apex of the triangular shape is pitched, but there's no wear or markings consistent with something rubbing or sliding along that surface. The "stem" is shaped like a "+" and approx. 1cm from where the "stem" meets the triangle, a cube is on the "stem" on the same side as the pitch. The cube has a hole oriented parallel with the stem.

It weighs 7.25oz (206g) and appears to be cast due to a line along the top and bottom lengthwise.* I'm NOT a "relics hound," so I could definitely use some help identifying it.

Knock and ye shall find..... It looks like some kind of shackle but I am not good with identifications. Looks cool whatever you find out it is. Congrats!

Darn it, we've seen these here before but I don't remember what the verdict was. Looks like it attached to a pole, a strap, and a rope... For a large tent?

It would probably help to have a picture where you can see the whole thing at once. The way the center part is smooth and rounded makes me think rope goes through it

These have been posted on here several times. We get a couple of these a year here at the scrap yard. It's always plumbers that bring
them in, but no one can tell me what they are. A couple of people said they thought they were a type of lockout (or part of) for a water meter. I've
looked and looked and can't find anything on these.

It looks familiar to me too. If it's a tool, the only logical reason to make it out of brass, is to avoid sparks......such as working with gas lines or components. Otherwise it would be made of tool steel for durability and strength. My WAG is that it's for a gas burner or furnace of some sort.

I've searched Google images using several descriptors and reviewed more images than I care to count, alas no answer. I'll try to swing by the Public Works workshop tomorrow...Maybe we can get an answer!

I finally found a photo online. It's an Ebay auction here: Water Meter Key Utility Company Manhole Cover Brass Marked Bird | eBay
I've contacted them to see if they have any more info on it. I have mine sitting on my desk, and I'm asking all the plumbers that
come thru here. One this morning got on his phone and brought up this photo right away. Anyways, we're getting warmer.
