Nice find. Yes, it's Russian, and the ship mark is for the city of Kostroma. Can't make out the maker initials though, but it will probably be late 19th Century.

It's marked with a 'zolotnik' standard of 84, based on a now obsolete unit of weight which was originally 1/96 of a Troy pound. So 84/96 zolotniki equated to 875/1000 in western terms, or .875 fine.

Very nice find Notsu. Silver is always a welcome sight. Would be cool to know the history of the ring.
