Old brass

It’s a heavy piece of brass with a wood plug on the top. I cannot remove the plug without destroying it. The wood plug looks like it was cut the fit and not like something broke off in it. The park I found it in used to be farm fields. Any help would be much appreciated

Pole ferrule for horse/mule drawn equipment?
Looks like it could be worn on a belt to hold a flag , but not likely out in a farm field ,l.o.l..
