Old buckle dug while digging 3 ringers

Hello. I found this buckle while digging a Civil war area. I have found about 200 3 ringers and a GS eagle button from the area. I have no idea about this buckle. Hopefully you guys will be able to tell me something about it.

Not sure if it is an insignia or letters. Hopefully someone will know. Thanks in advance.
 

The letter style is from the late 1800s but I think the buckle will probably be post 1900.

Do you know what letter it is? Looks like LE? Or is it chinese? I'm not sure.
