Could not see identifying features though the green stuff but could feel some protruding features so not 100% slick. Did the pencil rubbing several times and a bust kept coming through.

I'm with GAPmetal, it looks like a LC to me too. I used to be really disappointed when a coin was slick but have come to accept it as the price of doing business. Damn fertilizer.
