Old Firearm Competition Award Thingy: More Info?

Does anyone know what event this thing was awarded for, or to whom it was awarded?

And to what was this supposed to be clamped? It measures 2" across the face and it is 1.75" tall.

218 FA on the buckle.

218 FA corresponds to the 218th Field Artillery Battalion, which was active in 1938 in Oregon.

AH OK thanks. I missed that. I kept rereading the post looking for a connection. It was there all the time in the numbers. Hard to see on my screen.
