Old nutcracker find!

Found this while out yard sale hunting, now thing is it almost looks like the design was done by hand. The design is a little in even in some spots. Is there a way to tell for sure if it is and if so what's the value on something like this.

Would cleaning this be a bad idea, only would clean to try to find out where and who made this. Thanks

I think a bag of nuts are worth more than the nut cracker. Not silver.
