Some may be miners tags. I have one like you first one that I figure is a miners tag due to where I found it.

I've seen many like these.
they are assigned to a miner,
when he goes underground he put the tag on a peg and wears an identical one around his neck.
It is how the mines keep track of who is working and who isn't.

It is also used as ID in case of an accident.

If there are mines located nearby...then definitely miner's tags.

Key tags...we use them at work to keep track of groups of keys... need to be signed in and signed out. Could also be room number key tags, tool check or miners.

Good chance some are miners tags I suppose, there was alot of zinc mining in my area. How old would you say some of them are? ??? thanks, chris

When I was a kid all the public swimming pools used brass tags that were the locker # you put your clothes in. You wore the tag attached to your swim suit with a safety pin.
