Looks like an old water-valve wrench, but most of the ones I remember were longer than 9".

It is called a buggy wrench. I found it in a old tool book by Jack Wood. My book says nothing else about it.

It is a BUGGY wrench. They were produces from the early 1800's to the turn of the century. If I remember correctly, the large square end was used to tighten the axle nut and the and the open end type end was used for the other various nuts. Worth about ten to fifteen bucks.

it is a barrel wrench it is used on 55 gal. and 35 gal. barrels the square end is for the plug on the side of the barrel and the other end open the round plug on top of the barrel it work on all barrrels I work with them about 20 years ago

I guess it's a buggy wrench that makes a good barrel wrench. You can view these old tools on e-bay, or google. Just search "buggy wrench."
