Ornate Rein Guide ( Possibly ??)

Looks like a brass rein guide thought not sure so was hoping there was someone with more knowledge then me on this kind of stuff that can confirm or disagree with my assertion

Definitely could be a rein guide, that, or an ornate top to a pole of some kind.
