It isn't brass, it's cast, dark gray metal...I'm guessing it was more costume than utility. But not sure

Nice find. From the looks of it I would say it may well be a child’s toy spur similar to one I found a couple of years ago. Possibly 1950s or 60s when all the kids wanted to be cowboys. Stay safe, good luck and keep swingin.
