Pewter mouth piece?, duck call ?

found at colonial farm site CT, measures approx 4"

hollow, with two mounting holes at wider end

any idea what this maybe?

The larger hole reminds me of a blowhole to a flute. I wonder if it is just a small piece of a larger instrument.

Larger end may have held a gate for a valve? A barrel tap, or vent for a barrel maybe?

Celtex's guess (he used a question-mark) is correct... it is a whistle. Speaking more specifically, it is a pewter whistle from the very-early-1800s.

what do you think the 2 small holes were used to attach 2 on wide end
