Pocket watch or picture frame?

I know it's old. What I don't know is exactly what this is. Is it a pocket watch casing, I originally thought so but the piece at the top is purely ornamental and it's kind of an odd shape for a pocket watch. So long story short (ish) what is it?

Time piece and time made the top inoperable I know in pic 2 you can see the hole through the frame up to the top. So it had to be functional at some point. Definitely a heavy frame if it is a watch. That's my guess good luck.

Hmmm this is my second watch casing with no guts found anywhere near it (head scratch) any guess as to how old it is?
