Possible civil war engineer ruler?

Found this at the same site I got my Virginia button last week. It was about 2 inches deep and still has 75% of the wood on it. I have no idea if it could be civil war since the wood hasn't rotted away so hopefully you guys can help.

I managed to get it open. The inside looks better than the out side and still has a lot of the numbers. How would I go about preserving the wood?

You might be able to do something with high viscosity marine epoxy. I seen wood-epoxy strip canoes that were clear coated nice as varnish.
