Post Civil War Era Hat?

Hi Guys.... You did a great job on my last civil war era band kepi hat, and this hat here is from the same lot that I found. I'm assuming this is Post Civil War Era, maybe late 1800's? It appears to be a youth hat, but I've searched high and low for what it could be and I have no clue. It is labeled "The When" inside the hat, no other identifying marks. Any ideas as to the type of hat it is, or what it is? Thanks!

Definitely nautical. My money is on a child's navy suit/uniform. Many pictures have children dressed up that way and it was popular.
Hell, several years back we dressed our young son that way for pictures.
