It's part of a medallion or perhaps watch fob. I think it dates back to Teddy Roosevelt and the digging of the Panama Canal. Above your piece there was one attached that says Trade Follows the Flag. I think they were trying to convince the public that the canal was a good idea. Mostly just my swag.
