Most likely yes, it is quartz. Value, however is maybe $25. Quartz is extremely common and as a specimen, the cloudiness and the fact that most of the piece is just quartz matrix is really going to hurt the value. If it were clearer and had more naturally terminating tips, it would likely be worth more.
