question identify this item

I found this item metal detecting in a local park where I've found a number of old coins. this item is metal of some sort with 2 small raised protrutions on the back, one broke off, as though it was to something. anybody have any what this is? thnks in advanced. ed

That looks like a Sea Lion which is used in European family crest
