What the rule does: Obama used the Roosevelt-era Antiquities Act — which allows presidents to preserve "objects of historic or scientific interest" as national monuments — to protect roughly 4 million acres of land and several million square miles of ocean.
Current status: In September, the White House recommended changes for 10 monuments including Bears Ears, Utah, Gold Butte, Nevada, and Cascade-Siskiyou, which straddles Oregon and California. Those changes include either shrinking their size or opening them up to "traditional uses" like mining, timber farming, drilling, and commercial fishing.

On Thursday, President Trump announced that he would slash the size of Utah’s newest national monument, Bears Ears, shrinking by 85 percent land that President Barack Obama had declared protected in 2016. In response, five Indian tribes sued over Trump’s move in federal court. The tribes claim significant ancestral ties to this land and oversee the area in conjunction with the Bureau of Land Management. They argue that although Congress delegated power to the president under the Antiquities Act to designate national monuments, it did not give the power to revoke them.

It may be a good idea to pay attention to what the Indian tribes are taking about in this case.

In March 1909 Mount Olympus National Monument was established by President Theodore Roosevelt [Proclamation No. 869, 35 Stat. 2247] embracing 610,560 acres. The primary purpose was to provide a refuge for Roosevelt elk (Personal pride? Historic or scientific interest? You decide.)

In May 1915 President Woodrow Wilson reduced the size of Mount Olympus National Monument by approximately one-half [Proclamation No. 1293, 39 Stat. 1726]. That was the second time in six years the Monument was reduced in size by a President.

There have been quite a few reductions in the size of Monuments by Presidents. The last time was when Kennedy reduced the size of Bandelier National Monument in New Mexico. 13 size reductions Proclaimed by every sitting President until Johnson.

This isn't new. It isn't illegal. Presidents make Monuments by Proclamation. They change Monuments by Proclamation. What's the big deal?

Congress has used its authority to abolish or to remove acreage from national monuments on several occasions. They have removed 24 National Monuments not counting the one's they changed to National Parks.

How many of you have even been to Bears Ears or Escalante? The Antiquities Act requires that any reservation of land as part of a monument be confined to the smallest area compatible with the proper care and management of the objects of historic or scientific interest to be protected.

This type of survey ordinarily involves the establishment of the boundaries of claims, grants, or reservation, such as mineral claims, small-holding claims, private-land grants, forest-entry claims, national parks and monuments, Indian reservations, lighthouse reservations, trade and manufacturing sites, homestead claims in Alaska, etc.

It's everywhere. Like mud.

I have been to Escalante

So have I, many times since I was a little kid. That hwy 12 is fun. Always has been even before the Monument was declared in 1996. In fact about the only thing different along that Hwy since the Monument was declared is the displaced towns and settlements, closed roads and the camping fees and restrictions.

I probably hiked 200 - 300 miles in Escalante before the Monument was declared. Same trails, same views but no parking problems at the trailhead like now. Seems attracting more people and charging more money is how Monuments preserve the Public's lands?

Ever wonder what goes on in the other 1.9 million acres that don't have trails?

Lode claims. You must describe lode claims by metes and bounds beginning at the discovery point on the claim and include a tie to natural objects or permanent monuments including:

(1) Township and section survey monuments;

(2) Official U.S. mineral survey monuments;

(3) Monuments of the National Geodetic Reference System;

(4) The confluence of streams or point of intersection of well-known gulches, ravines, or roads, prominent buttes, and hills; or

(5) Adjoining claims or sites.

They’re trying to protect more than 400 research sites, where scientists have found thousands of important fossils–including Diabloceratops, one of the oldest known triceratops and David Polly’s personal favorite. When Polly became the president of the Society of Vertebrate Paleontology, he never expected that filing lawsuits would be part of the gig.
“We’re primarily a scientific organization,” he says. “We have a scientific conference, we have a scientific journal. But part of our organization’s mission is developing policies and best practices and advocating for vertebrate fossils.”

After a nationwide, 18-year moratorium on mineral surveys due to a misunderstood law, an Arizona surveyor conducts what may be the first of many mineral surveys in the United States.
The completed mineral survey plats and notes were submitted to the AZBLM for review. They wanted their in-house resources to redrawn the plats so they could use them to create a current drafting standard for mineral surveys. The notes were compared to the 1973 and 2009 manuals and other approved mineral surveys. The plats and notes were refined through the review process.

On February 8, 2012 I finalized and signed the mineral survey. Steve Hansen, the BLM chief cadastral survey for the Arizona district, officially signed the plats and notes on February 10, 2012. I wrote this article to mark this historical event and to note that mineral surveys have been reactivated. (There is still a moratorium on the patent process.)

Not sure about the "Reactivated" part as that type of 'Survey' never went away. The Funding for if may have gone away is the real question.
