Refused package help

I recently sold 5 pokemon games for $200 and shipped out the box to North Carolina then follow the tracking and after a week it says it was refused and is on its way back to me. I email the buyer and says he moved and the apartment refused the package but to reship it with his new address after the 3rd of July. I tell him no problem if you could pay the 9 dollars for shipping that would be great he says no problem and I'll send you my new address then. Well that was back the last week of June and haven't heard from him since while it would be nice to be able to use that 200 again what should I do about this? Thanks for all of your help!
 

Its the responsibility of the buyer to provide accurate information to Ebay (and PayPal, if used)...
 

I know that if it's refused buyer protection is off I believe what would you suggest doing just refunding the money or emailing again giving a respond by this date or what?
 

I just want to either be able to use the money or refund it and no do any shady keeping someone's money because they made a mistake it might be different if it was $5 I wouldnt worry about it so much by $200 just sitting there is alittle irritating when I could use it.
 

First thing he needs to do is update his address on ebay. Your basically stuck with the games until he does that. If you ship them anywhere besides his listed address on ebay then you will lose your money and the games if you aren't careful because seller protection won't cover you. Also, all conversations should be done via ebay messaging system.
