relic with letter "S" and arrow

found this interesting (i think) relic near where i found a GAR button in January. i believeit to be brass. the piece at top (or bottom?) is moveable. the history of htis area dates from Civil war-era to about 50-60 years ago. also, the field has been plowed at least several times, so depth is not a good indicator. thanks for looking and help with IDing!

thanks, all 3 for your input! i thought that, too initially, just have not been able to find any padlocks that look anywhere similar on an extended internet search. any sites anyone knows of to help date it?
