If there is a tunnel through the raised rectangle on the disc's back, it is a clock pendulum weight. The tunnel is how the weight was attached onto the pendulum's shaft.
Two of the photos below show the front and back of this type of clock pendulum weight, incorrectly identified as a horse-bridle rosette. The other photo shows some plain-disc ones (like yours) and some "fancier" ones, with the pendulum's shaft attached to their backs.
