I've never seen a cat on a leash that relaxed in a crowd. Is there something special about the breed?

Many people bring their cats on a leash to this park. It's a new walking park that goes from the famous Rex hotel to the Saigon River.
The Rex is where most News people hung out during the war. They did their best work while hanging out at the roof-top bar with a view of the city and river.
Walter Cronkite was there many times with his buddies.
