There is a word for this—gullible. Of course, we can always fall back on a falsely quoted phrase supposedly from PT Barnum... "A fool and his money are soon departed."

"This way to the Egress!" -PT Barnum (People didn't know what an Egress was so raced to see it only to find themselves outside the museum, they then had to pay to get back in! At least they learned the word egress simply means 'exit' and not some exotic creature.)

In my youth, there was a travelling fairground that visited the town where I lived every Easter holiday weekend. One of the sideshow attractions was advertised as “Rona, the Rat Girl”. There was a painted poster depicting a terrified naked blonde sylph-like teenage slave-girl, smeared in blood and dirt (with a couple of censorship labels over her privates) chained to a wall, with a pack of vicious-looking black rats swarming over her.

Inside the booth was a bored-looking overweight middle-aged lady wearing a leopard-skin bikini, sitting on a bale of hay, with a few tame white rats scurrying around on the floor. And a notice saying "Strictly No Photography." As if anyone would want to!

You just described every Orlando Florida fair I went to in my youngster days. The posters were the bait.
