Screwy cap, ideas?

Got this screw cap from about 4 inches deep about a half foot from the reamins of an old cone top can. It looks to be in remarkable shape if it's been there as long as I imagine. Anyone got any ideas on it's origin? An FDR celebration cap after prohibition perhaps?

Only other items today one '30 wheatie, one 4" long ex-pipe bomb, a mem, two pocket knifes, tent grommets, old button and some nice pull tabs.
