Shoe buckle??

I just dug this earlier today around a 1800s property. Looks like a shoe buckle maybe? Need help with id. Thanks.

It is not a shoe buckle, that type is usually associated with leather straps for perhaps a work horse. I have one or two buckles identical to yours and do not consider them shoe buckles.
