Silver Buckle ID

Hi,
Found in saltwater at an old swimming spot (Australia) - any help with ID / numbers would help. It measures approx 40mm x 25 mm and looks for all money to be silver.

No idea on the numbers, not sure if silver, as tombac looks similar (although it does look silver in the picture).

The off-set bar indicates a heavy leather strap, which screams horse tack. Pretty sure this was a bridle piece.

Also the bamboo type decoration was popular in the 1890s.
