The Anchor indicates it was made in Birmingham UK.

gorham is a nice idea im still not sure though and no idea on the maker so i sent pics to heritage auction for a rough idea on value also with their free appraisal service hopefully they can id it

It's Gorham, 20th century.

If it was Brit, the lion stands for Sterling, so no need for the STERLING stamp.
