Silver Spoon? What do these markings mean?

I bought this spoon thingy at a garage sale today for $1.00 . . .

I am not sure if it is real silver or not. Can anyone tell me what the markings on the back mean? About how old is this spoon?

"IONA" ??

It weights 19.6 grams ~ and is 4.5 inches long
