Silver Star Medal Question?

Are all issued silver star medals engraved with the recipients name on the reverse under the "For Gallantry In Action" inscription? There is a number 71598 engraved on the inside of one of the arms of the star towards the bottom of the medal but no other markings other than those already mentioned.
 
As far as I know, medals that are issued posthumously or are mailed to the recipient are engraved with the name and those that are issued in person are not.
But I may be wrong, I have no prior (US) military service.
 
I found a bronze star that had nothing engraved on it.
