Small Bottle with Dog?

I bought this at an estate sale yesterday and was wondering if it was anything special. The back of the bottle has a 1 to 7 measure and the bottom has the number 38, the eight being inside a circle.

most of the time not much 5.00 or less..is what I have seen..
