Its mid-1800s but not a knee buckle. Might be a hat buckle or small shoe buckle.

Very nice - I'm going to go with hat buckle on that one. I believe I have a matching design on a shoe shoe buckle dating to the 2nd half of the 18th c. Rock on!!
