thought it was a cracker jack at first. Notice the fixed insert in the middle underneath. Makes me think it was set on a toy carrousel or similar?

Neat. It looks like a game piece from a 'Brownie Auto Race' game by the Jeannette Toy and Novelty Company, first produced in the 1920s. Later versions had plastic cars. Some versions included holes on the tin board, into which marbles were rolled to determine how far the players’ cars could move on each turn. Other versions had a spinner instead.
