I'm not seeing any holes, so, I think it's more like a cheap magnet.....one like I remember having as a child.

Holes are there just full of red clay. One nail still in it. Worn on the front like horse worn shoes. Posting another picture

Maybe a small pony. Not sure what wore it but something did.
