Some kind of badge?

I found this at an old railroad stop. It is made of brass and measures 1 5/8 X 1 1/8 with a rectangular opening with the words THE AUSTIN COMPANY. Anybody know what it is?

Maybe an employee identification badge? It looks like it would slide open to insert a name tag. The Austin Company is still in business. Maybe you could contact them about it.
