I'm finding alot of weird/unidentified junk lately :-\

This wheel is enclosed in a broken piece of plastic, it spins freely but isn't a pulley..I found it in someone's front yard.

toy car flywheel, you remember the type with the pull cord with teeth to engage the small gear?

I thought that at first....the old SSP cars (which I think you're referring to) had a gyro wheel but the outer part was hard rubber..it also stuck out far enough out of the car so the wheel could make contact with the ground..even if the outer rubber part of the wheel came off, the metal part is still totally enclosed in a plastic case.

I found it near the street..I'm thinking like boomer46901..some kind of audio mechanism(?)

yes some had rubber but others were geared down to give them more torque your piece is part of that gearbox trust me it is a toy car part

I had a rip cord Evil Kinevil bike back in the 70's that got run over. It looked allot like your piece after it was crushed.
